A spokesman said: "We are trying to establish the circumstances of the incident. We are grateful it was not worse."
It has been reported the rally car left the track at a bend and struck an area cordoned off for pedestrians.
A Wells man at the event said a specator who witnessed the crash described it as "like a ten pin bowling ball - there were bodies flying everywhere".
The Regency Stages Rally was organised by the Weston-super-Mare Motor Club.
The incident happened at 11.50am during the first of ten stages of the race.
