New Hinkley Point row erupts as EDF Energy gets tough

A furious row has broken out between a council and developers which could potentially see the authority unrepresented at planning hearings for the first of Britain’s new nuclear plants.

The row is over the cost of scrutinising the massive planning application for Hinkley C power station in Somerset.

Unless it is resolved, Sedgemoor District Council says it will not have the information to assess EDF Energy’s proposals and there could be empty chairs at Infrastructure Planning Commission hearings.

The council adjourned its council tax setting meeting yesterday, saying EDF had failed to confirm that it will fund the £2.3 million which Sedgemoor says it and West Somerset need to research, gather evidence and present arguments to the commission. The sum would also cover some legal costs accrued by Somerset County Council.

The council is adamant that local taxpayers’ money should not be used to carry out work to assess a commercial project of national importance. EDF is disputing the size of the sum, not the principle of paying the council’s costs.

Council chief executive Kerry Rickards said the issue is one of “natural justice” and accused EDF of “putting two fingers up to the community of Sedgemoor.”

EDF said last night: “Over the past two and a half years, EDF Energy has voluntarily provided more than £13 million to the three local councils (Somerset County Council, West Somerset Council and Sedgemoor District Council) to allow councils and their consultants to scrutinise the proposals for Hinkley Point C. “Of this total, £9.8 million has been received by Sedgemoor District Council.

“This has ensured that Council budgets have not been affected by the Hinkley Point C project.

“Further, we are voluntarily committing to continue to fund the reasonable costs incurred by the local authorities during the IPC process. We had further discussions today with Sedgemoor District Council to reiterate our commitment.

“As a result, the councils will have funding from us to carry out all reasonable work as part of this process, without need to impact council budgets.

“Of course we also have a duty to our customers to keep their bills to a minimum and so cannot fund work beyond what is reasonably required of the councils in the IPC process.”

The tax setting meeting has been adjourned to February 24 in the hope of successful negotiation.

Council leader Councillor Duncan McGinty said: “The IPC will be expecting to see properly researched evidence from the councils as to information contained in EDF’s application and we are not prepared to pay for this from local tax.”

EDF said it is also investing hundreds of millions of pounds to mitigate the impact of the project which will bring substantial economic benefit to the area.

    “Nuclear is not that difficult. It would only be difficult if there were no alternative. We should not be trying to solve carbon pollution by using a generation method which produces even more toxic and longer lasting waste. FULL STOP”

    “The French export 20% of their nuclear energy now.

    I think you give the new French President credit he doesn't deserve Pete.

    To me he's a typical Socialist who's made grandiose promises that he hasn't a chance of making good on.

    Nuclear is a complex subject. . I think any problems will just have to be overcome.

    I respect your views, and I'm probably not the best one to be challenging them.

    We agree on one thing though. . I think over population of the planet will have to be tackled 'head-on'. . That really will be a difficult subject!”

    If we stick we nuclear power they will be stations built and maintained by companies owned and run by the French government or German and American companies. If however we build renewable energy sources (they are power stations you know) they will be much more likely to be built by UK companies. Also there is no guarantee that the money for these huge projects will ever be available, unless the government pump in huge subsidies to support them.

    France has a new president who opposes building new nuclear power stations. The French
    population has for the first time been shown to be against building new nukes.

    We all have our impact on the planet on which we live. We can either kill it with our unsustained use of energy or save it with a move to a non polluting future. The real world is that the uncontrolled use of energy and expansion of our population will be the death of our planet. Time for those who don't care to move into the real world!

    What are you suggesting? That we spend billions on sending our nuclear waste into space? No company would build a nuclear power station if they needed to bear that cost. In the meantime, long lived radionucloides, which need to be managed for several thousand years, are being created and will be polluting the planet and killing our children and their children etc. etc... The evidence that leukaemia and other cancers are higher near nuclear power stations is not is dispute. It is just whether the nuclear power stations actually CAUSE that increase that people are arguing about. As a scientist I believe (for reasons to complex to explain here) that emissions from nuclear power stations ARE the cause. not viruses and not movements of workers.

    Nuclear power is not cheap, not clean, not needed!”

    “As the Germans will rule Europe anyway, and have access to all power supplies just as they do now, it seems irrelevant. . At least we will have new power stations on our soil.

    France has 54 and they are only across the Channel.

    Anyway anyone who believes it will make the slightest difference what 65 million Brits do on this planet are not in the real world.

    “If building nuclear power stations, largely done by foreign companies, using parts and plant created overseas and designed by engineers from overseas, could solve unemployment problems, I would be in favour. It won't, It can't. We need LOCAL jobs created in LOCAL businesses and the fledgling renewable industries are at risk because of the rush (joke) for nuclear. Nuclear power, beacuse of its "always on" nature, displaces renewable energy. We are also spending money actually supporting the nuclear industry. The Nuclear Decommissioning Authority budget shows that £100 BILLION will be spent on clearing up the waste and decommissioning the exisitng nuclear fleet, with all but a tiny amount coming from us, taxpayers. Think how many jobs that could create if invested wisely! The cost of any nuclear accident, except for the first £140 million will be paid by the UK taxpayer. Fukushima has already cost the Japanese government $37 BILLION. Don't say it can't happen here. How many lives have been lost and how many people been driven out of there homes by the Wind Turbine industry? Not hundreds of thousands by the nuclear accident in Japan. If this the road we must take to create jobs, don't be surprised if I advocate a different path.”

    “The Germans are not building any new nuclear power stations and decommissioning their existing fleet. true, this will mean that they will be importing energy in the shport term, but in the long run they will have a safer, cheaper and less polluting energy infratsructure. The facts are out there. Per KW of energy generated renewables (i) cost less than nuclear (ii) create less carbon than nuclear and (iii) create more jobs (especially for our own nationals) than nuclear. We should copym the Germans.”

    “Nuclear fission power using this technology is dangerous, expensive and unnecessary, and future generations will pay both financially and possibly by being polluted. The same resources spent on energy efficiency and wave/tidal, wind and solar would give more energy quicker and much more safely.”

    “Remember the dash for gas under Thatcher ? We were told the gas pipeline to Belgium was to export gas. It was obvious then we were going to be led to being dependent. Of course her cronies have done nicely to be in with the russians, the hidden agenda of bringing down the Iron Curtain.

    I agree about our downfall but think it all about mismanagement of resources including human resources. Remeber the tories blaming the unions for everything ? looks like it must have been the management milking it for all its worth. Remember who deregulated the banking system ? Mrs T again. And successive governments cant spend all their time undoing what was done before.

    We need good resource management first and foremost.”
