BURNHAM MP David Heathcoat-Amory has been claiming £135 per quarter for an exclusive car parking space in the Wells Conservative Association's car park.

The car parking fee is listed on quarterly invoices from Wells Conservative Association from 2004, most for between £1,200 and £1,400, published online by Parliament, along with the expense claims of every MP for the last four years.

The Conservative Association invoices, claimed for by Mr Heathcoat Amory, include other items such as use of office equipment and a meeting room.

Mr Heathcoat-Amory said: "I use the car parking space at least once a week and sometimes every day when in the constituency. Parking in Wells is expensive and this is a busy car park. I only use it when on parliamentary business. It is entirely valid, justified and value for money."

Mr Heathcoat-Amory's agent, Mark Merchant, confirmed that only two other residents pay for designated spaces but said: "Car parking is limited."

Commons authorities have published the details of MPs expenses after a long-running Freedom of Information battle but much of the key information has been blacked out. MPs have said that information such as addresses should not be disclosed for security reasons. Mr Heathcoat-Amory said: "I am rather surprised that so much has been blacked out. If there is anything anyone wants to know they can contact me and I will be as helpful as I can."

Mr Heathcoat Amory claimed a total of £136,839 for 2007-08, of which £20,930 was his second home allowance. He owns both of his homes outright. His expenses also included claims for gardening services of more than £10,000 over four years, and quarterly cleaning bills of up to £700.

However, Mr Heatcoat-Amory's expenses were within the rules and his overall expense claim remains the lowest of any Somerset MP. He has paid back the £380 he claimed for horse manure (included in the gardening expenses) and said that he understands the public anger and dismay over the expense claim revelations, and apologised for his contribution to this.
