The plans for the Kingsdon site also include the extension and alteration of four existing dwellings, the erection of 11 new houses and another replacement dwelling.
The application was referred to the Area East Committee last week as it was deemed to be a major development in an area where it would be contrary to policy without some clear form of justification.

Councillors approved it subject to a Section 106 order to provide facilities in the area following the development.
Kingsdon Parish Council had previously raised concerns about the application, but had recommended it for approval in December.
The issues councillors raised included concerns with access onto the B3151.
Tony Masters, chairman of the parish council, said this was "particularly dangerous".
Concerns were also raised about retaining public access to the site and making sure the development was integrated into the community.
