Williams was drawn in the last heat with some of the best swimmers from across the county but recorded a sensational time of 17:06.25 to beat his previous best by more than 40 seconds.
The time, which saw Williams finish third in the open event, also saw him achieve his fourth national qualifying time of the year.
Street & District head coach Paul Ritchie said: "The Somerset County Championships are one of the toughest in the country, and the way Street have performed so far is a testament to the hard work and commitment of all of the coaches, staff and swimmers.
"There have been some amazing swims up and down the club, with all participating giving their all."
